Black dust that landed on some Trenton homes on July 2nd came from the Norampac paper mill along the Trent River.
Some residents of Marmora Street near Norampac reported their properties covered in a fine black soot.
At the time, Norampac said they had no operational problems.
A study by the Ministry of Environment showed that the dust came from the paper mill.
Norampac will now have to report to the Ministry on the cause of the discharge, and how it plans to keep it from happening again.
